This looks like a dress-up competition. The women's hair is neatly groomed and decorated with pins and combs. The hairstyle of the woman on the left (front row), called "seiyo-mage," became popular as a result of a movement to improve women's coiffure started in 1885. The hair is separated at the center and pulled back behind the head, where it is arranged in three knots in a circle. The prominent collar and sash belt reflect the fashions at the time.
