This is one of the picture postcards titled "Scenic Places of Moji" and there are many such sets. Mekari Shrine is located on the shore of the Kanmon Strait, which has significant traffic. It is famous for Mekari Festival, a Shinto ritual. The building in the centre is the main hall, and the one to the right is Chinchokau restaurant. There is reported to have been a stone lantern in the sea in front of the restaurant, but it is not visible in this photo. It is not clear when this photo was taken.
