The original docks were completed in 1878 under the supervision of Frenchman Vincent Florent. Around the turn of the century, ship construction based on blueprints was introduced. Both the Sino-Japanese and Russo-Japanese Wars had ended, and larger docks like this one were built to accommodate large ships.
